(Cinet)- April 8th, Minister of Culture, Sports and Tourism Hoang Tuan Anh has signed and promulgated the Directive No. 32/2008/CT-BVHTTDL strengthening and enhancing the efficiency of socialization activities in the fields of culture, sports and tourism.
The Directive emphasized that socialization works in the fields of culture, sports and tourism nationwide in the last few year have gained glorious achievements; however, they haven’t comply with social potentialities and socialization requests and policies of the Party and the State.
The Minister ordered agencies and units under the Ministry, and Departments of the State Administration on Culture, Sports and Tourism to focus on implementing related issues with a view to continuously promoting and enhancing the efficiency of socialization activities on the above-mentioned fields.
“Promoting intellectual potentiality, creativity, infrastructure, and great efforts of people, social forces and the State contributes to strengthen the development cause of the national culture, sports and tourism. Creating favorable conditions for social classes, especially the poor, beneficiaries of social welfare, residents in mountainous and remote areas, people in ethnic minority areas is to help them further enjoy the culture, sports and tourism…” are basic targets as planned.
The development planning of culture, sports and tourism socialization activities should take positive steps for each form and area. Giving priorities; encouraging investment and adopting preferential policies for key domains; Preserving and promoting cultural heritage values, traditional habits and customs…

The Directive puts forward ten major tasks: speeding up propaganda works of the Party and the State’s policies on socialization; Encouraging, commending and awarding organizations and individuals who attained good achievements, learnt from experience and further expanding typical models; Strengthening and improving validity and efficiency of the state administration work, building and completing regulation documents and administrative mechanism to serve almost all the fields’ socialization development.
Particularly giving priorities to expense investment, and infrastructure for the development of culture, sports and tourism in mountainous, remote and ethnic minority areas; Developing forms of arts, typically national sports, and traditional village trades; preserving and restoring historical – cultural relics, maintaining national cultural values; Upgrading training facilitates of culture, arts, sports and tourism…
Concentrating on investing and enhancing the composition quality of culture, arts and performing arts; Encouraging units, operation facilitates and product manufacturing on non-public culture and arts to make valuable works; Introducing many solutions to attract a plenty of sources in building culture and sports life at grassroots level.
Planning and constructing gyms and sports works, building guidance documents implementing gyms and sports Law; and promulgating some encouraging socialization policies in this field
In terms of tourism, giving initial investment priority to constructing several training schools in which modern means of training and practical skills are well-equipped to make models for other investment components as required by the market.
Other core duties are stressed such as building administrative mechanism in socialization conditions; developing non-public facilitates; mainly organizing the implementation and guiding locals to completely drafting the 2008 cultural and sports socialization development planning nationwide; stepping up enterprises’ privatization, arranging, consolidating professional units tidily, and increasing labor productivity…
The Directive ordered General Departments, Departments, agencies, units under the Ministry; Culture, Sports and Tourism Management Offices to joint carry out proper plans and solutions aimed at promoting sources, promoting and enhancing the efficiency of socialization activities on every fields…based on mentioned requests and duties
The Socialization Steering Committee of the Ministry of Culture, Sports and Tourism makes plans and implementation schedules in line with present situations; carrying out the leading guidance of the whole industry to carry out the socialization policy on every domain, and having the duty to supervise and report the implementation of the Directive to the Minister.
