MCST: Promulgating a Circular guiding the implementation of the 2006-2010 national target Program

(Cinet)- Ministry of Culture, Sports and Tourism has recently promulgated the Circular directing the expenditure rate and managing the implementation expense of the national target Program on culture during the 2006-2010 phases.

The total investment capital of the national target Program on culture during the 2006-2010 phases is over 4.5 billion dong, of which the central budget makes up 55% (equivalent to 2.5 billion dong) and the rest is from the local budget and other mobilization capital.

The circular clearly shows additional expenses for completing data treasury on intangible culture. These supplementary expenses are used for improving the maintenance equipment of the data treasury, building 15 satellite centers of the intangible cultural data treasury at 15 locals. The capital source of 100 to 200 million dong is invested in each collection, preservation and promotion project of Vietnamese ethnic intangible cultural values.

Annually, Minister of Culture, Sports and Tourism considers and decides to spending additional expenditure buying books for libraries at all levels. In principle, 50% is issued with objects and 50% of the total expense is balanced with the local budget so that the locals can actively buy supplementary books for provinces and districts’ libraries.

Ministry of Culture, Sports and Tourism in coordination with all locals holds uniquely traditional Festivals of some ethnic minorities every year. The Central Budget supports the maximum amount of nearly 100 million dong/per festival/ per year.

The State once sponsors the maximum amount of nearly 100 million dong for a communal house of culture under the implementation subject of the Project to construct project communes, especially carrying out the successful movements of the whole people on building their cultural life during the 2006-2010 periods.

Moving information groups of mountainous districts and remote areas are supported for buying cars with the maximum amount of 400 million dong/ per car. Besides, the state assists in equipping cine-projectors, and sound systems for cinemas and groups of cinemas in certain cultural centers of provinces and districts under difficult circumstances.
