Pursuant to  Regulation No.76/2013/NĐ-CP on July 16, 2013 of the Government regulating function, task, power and organizing mechanism of Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 21/2001 / ND-CP dated  May 28, 2001 of the Government on entry, exit and residence of foreigners in Vietnam;
Pursuant to Decree No. 79/2012 / ND-CP dated  October 5, 2012 of the Government providing for the Performing Arts, a fashion show; beauty contests and modeling; circulation;
Pursuant to Decision No. 83/2008 /QD-BVHTTDL on October 27, 2008 by the Minister of Culture, Sports and Tourism and Decision No. 1973 /QD-BVHTTDL on May 24, 2013 on amending and supplementing the Regulation on foreign activities of  the Minister of Culture, Sports and Tourism; 

Article 1. Allowing the Department of International affairs and Department of art performance to welcome and organize performance for Kazak art troupe of Kuban area, Russia (21 people) in Hanoi from  May 05 to 07, 2016  on the occasion of 71 years triumph of Patriotic war and 20 years of dialogue relations between ASEAN – Russia.
