Pursuant to Decision No.1115/QĐ-BVHTTDL on April 09, 2015 of Minister of Ministry of Culture, Sports and Tourism about entrusting some training sectors of the Ministry of Culture, Sports and Tourism  to compose program, textbook in school year 2015;
Pursuant to Official Dispatch No.398/CĐNTVB-ĐT&NCKH on November 18, 2015 of College of Culture and Arts to appraise textbook of musical instrument and Then singing, the Minister of Ministry of Culture, Sports and Tourism decided to establish the Council to appraise textbook of the musical instrument and Then singing at college degree as follows:
1. Professor and Doctorate  Dao Manh Hung, head of Training Department, Ministry of Culture, Sports and Tourism as head of the Council
2.Vice-Prof,  Doctorate Nguyen Thi Yen, head of spiritual research - festival - research institute of culture as member
3. Tran Quang Hung, vice-head of Music Department at Viet Bac College of Culture and Arts.
