­          Based on Law on the Organization of People’s Councils and People’s Committee dated 26^th November 2003;

­          Based on Decree No. 171/2004/NĐ-CP dated 29^th September 2004 of the Government regulating the organization of specialized agencies by People’s Committee of the Province and City under the Central Government

­          Based on Joint Circular No.02/2005/TTLT/BVHTT-BN dated 21^st January 2005 of inter-ministries including Ministry of Culture and Information and Ministry of Internal Affairs guiding functions, duties, rights and organizing structure of specialized agencies to help People’s Committee administrate the state on culture and information in the local;

­          Complying recommendations of Director of Department of Culture and Information and Director of Internal Affairs Office
