(Cinet)- With reference to this issue, Member of the National Assembly Duong Trung Quoc (Dong Nai Delegation) made his speech on Phu Tho Provincial People Committee granting a Notice of Provincial Library land recovery to build a five-star hotel, Minister of Culture, Sports and Tourism Hoang Tuan Anh has recently replied to the above-mentioned problem in a written document No. 1753A/BVHTTDL-VP.
This document was submitted to Chairman of the National Assembly; Prime Minister; Deputy Minister Nguyen Thien Nhan and regulatory authorities of the National Assembly and Government. The following are to extract a part of key contents.
In principles, changing the position of culture institutions in general and library in particular must belong to the local’s overall architectural planning aimed at promoting available maximum advantages to create valuable cultural projects, practical tourist products meeting people’s demands and satisfying the local’s socio-economic development goal.
Nevertheless, moving the provincial Library to implement the project of building the tourist hotel must ensure requests as follows:
- Moving the provincial Library is only implemented after the province has placed a temporary working headquarter and ensured area, use, and material facilities, contributing possibly to maintaining the provincial Library’s normal operation.
- The project of building the hotel is carried out the moment the province must invest in building a new headquarter of the provincial Library with its proper area, use and modern material facilities immediately.
- The location of building the new headquarter of the Library is subject to the province’s architectural and socio-cultural-economic development planning, ensuring requests “The library is next to center of administration and culture and a convenient place for transport, meeting the demand of cultural environment and scenery” as stated in Clause 4, Article 14, Decree No. 72/2002/NĐ-CP dated 6th August 2002 of the Government stipulating detailed execution of Library Ordinance.
