The subjects of application are state management advisory agencies under the Ministry, relevant professional units (hereinafter referred to as agencies and units), cadres, civil servants and public employees of agencies and units assigned to perform tasks on science and technology development, innovation, digital transformation, administrative reform and Project 06.
