Pursuant to  Regulation No.76/2013/NĐ-CP on July 16, 2013 of the Government regulating function, task, power and organizing mechanism of Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 79/2012 / ND-CP dated  October 5, 2012 of the Government providing for the Performing Arts, a fashion show; beauty contests and modeling; circulation;
Pursuant to Decision No. 83/2008 /QD-BVHTTDL on October 27, 2008 by the Minister of Culture, Sports and Tourism and Decision No. 1973 /QD-BVHTTDL on May 24, 2013 on amending and supplementing the Regulation on foreign activities of  the Minister of Culture, Sports and Tourism; 

Article 1. Allow at the Ho Chi Minh City Conservatory of Music to welcome artist Eun Young Joo (from Korea) and Stephane, Christian, Philippe, Tran Ngoe (from France) to perform art in Vietnam.
