Implementing Decision No. 2850 / QD-BVHTTDL August 24, 2015 of Minister of Culture, Sports and Tourism; and  Decision No. 531 / QD-BVHTTDL Juanuary  24 May, 2016. inistry of Culture, Sports and Tourism issued a plan to build the scheme as follows:

The Plan aims to ensure progress and submit to the Prime Minister for an approval according to action program of the Government.

III.CONTENT

- Quarter I: Promulgating some decisions and plans to implement the project; establishing the Edition Board and the Draft Board; Document to propose Department of Culture, Sports and Tourism in some provinces of the mountain, the island, border and the remote areas aims to give situation of investing mechanism, policy in term of culture in past years.
- Quarter II: Inspection in some locals; in 04 provinces in Ha Giang, Dien Bien, Khanh Hoa, Kien Giang; collecting to make a report to some locals; drafting outline for project; meeting the Draft Board and the Edition Board for outline of the project.
