Pursuant to Decree No. 79/2012 / ND-CP dated  October 5, 2012 of the Government providing for the Performing Arts, a fashion show; beauty contests and modeling; circulation;
Pursuant to Decree No. 83/2008/QĐ-BVHTTDL dated October 27, 2008 of Ministry of Culture, Sports and Tourism.

Article 1. Allowed the Vietnam Symphony Orchestra to welcome commander Kah Chun Wong (from Singapore), and artist clarinet Nguyen Minh Hoang to train and perform Subscription concert vol. 89.
Time: at 8pm, on March 24, 2016, at Hanoi Opera House.
