Pursuant to  Regulation No.76/2013/NĐ-CP on July 16, 2013 of the Government regulating function, task, power and organizing mechanism of Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 21/2001/ ND-CP on May 28, 2001 of the Government on the entry, exit and residence of foreigners in Vietnam;
Pursuant to Decree No. 79/2012 / ND-CP on October 5, 2012 of the Government regulating on art performances, fashion show; beauty contests and modeling; circulation, business records and video recordings of dance music, theater;
Pursuant to Decision No. 83/2008 /QD-BVHTTDL on October 27, 2008 by the Minister of Culture, Sports and Tourism and Decision No. 1973 /QD-BVHTTDL on May 24, 2013 on amending and supplementing the Regulation on foreign activities of  the Minister of Culture, Sports and Tourism; 

Article 1. Allowed  Vietnam Symphony Orchestra to invite conductor Tetsuji Honna, artist harp Matsumoto Aya (Japanese) and pianist Dang Thai Son to practice and perform "Dang Thai Son concert".
Time: At 8pm , from  March 09-10, 2016
Place: Hanoi Opera House.
