Pursuant to Law of Emulation and Awards dated November 26, 2003 and law on amendment and supplementation of some laws on emulation and awards;
Pursuant to Decree No. 76/2013/ND-CP dated July 16, 2013 of the Government on the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

Minister of Ministry of Culture, Sports and Tourism approves for emulation campaign in 2016 with a target to encourage some cadres and labourers about meaning of the campaign;
keep and give revolutionary tradition of the Party, people and sector.
 The Ministry increased effectiveness of the State management in terms of culture, sports and toruism  to fulfill task 2016, contributing to build and protect the nation.
With a theme of “Solidarity, creativeness, emulation of the national construction and protection, the campaign was launched in 5 main contents including culture, sports, tourism, family, international cooperation and inspection.
