Pursuant to Decree No. 76/2013/ND-CP dated July 16, 2013 of the Government on the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decision No. 285/QĐ-BVHTTDL dated January 17, 2013 of Ministry of Culture, Sports and Tourism;

The Art Council meets and discusses about some democracy to ensure accuracy and transparency. After that, some members get the independent mark through paper and send to the Secrectariat. Some mebers of the Art Council keeping a role of director and teacher for the program at the contest is not allowed to participate in a role of the Jury.
Responsibility of the Art Council, the Secrectariat should be regulated.
 About selecting awards, the Jury marks in 10 score. Golden medal regulates from 09 score to 10 score; silver medal to get from 8 to 8.9 score.
The Organization Board officially honours some performances in the above-mentioned score: a golden medal, a silver medal for some performing arts.  
In addition, the Art Council will select and honour 01 award for the best director in term of the best creation; 01 prize for the best coach. The award is the same value as the golden medla at the festival.
Accordingly, the 4th International Circus Festival will take place at the Central Circus, Vietnam Circus Federation in Hanoi from November 15-21.
